A flail mower is a small mower with a rotating drum featuring multiple smaller flails (blade-like objects) attached that spin rapidly in order to deal with heavy vegetation, making them useful for land management. They are typically available in two models: walk-behind for smaller land management and tractor attachments for larger areas.
The core purpose of a flail mower as a piece of machinery is to cut through heavy vegetation and grass. Flail mowers for tractors run on the PTO, just like a topper would. They are designed to do the heavy cutting that a regular lawn mower may not be capable of, unlike a flail topper, which is, as the name suggests, just the top.
Flail mowers are for people who need a reliable way to deal with vegetation that is considerably overgrown, to such a point where a regular topper or lawn mower would not be able to cut through. It is worth considering a flail mower as a heavy-duty lawn mower, ideal for dealing with long grass and bushes. Many use them to level pastures.

There are two different types of blades used in flail mowers, T hammers and Y hammers. Each one is shaped like its letter denomination, giving the mower different characteristics. T hammers are good for all types of cutting, including through shrubbery and hedges. Y hammers are suited to jobs that require a large amount of mulching, such as lawns and brambles.
Flail mowers typically are either push-along mowers or tractor-mounted PTO. The first is great for smaller areas that require high precision, but it will struggle to cover a decent area if used in a field.
